Dr. Paudel joined BIMSTEC Secretariat, Dhaka on 14 March 2019 as the first Director from Nepal. Before joining BIMSTEC Secretariat, he was working in Ministry of Foreign Affairs (MOFA), Government of Nepal. He joined MOFA in the capacity of Under Secretary of Foreign Affairs Service of Nepal through Public Service Commission Exam in May 2016. In MOFA, he worked at United Nations, International Organizations and International Law Division and Policy, Planning, Development Diplomacy and Nepali Diaspora Division. Prior to MOFA, he served in Ministry of Finance (2003-2016) and Central Bank of Nepal (1997-2003).He has experience and involvement for the formulation and implementation of policies in Government of Nepal regarding multilateral and economic diplomacy, governance reform, poverty, growth, finance, revenue, development cooperation, diasporas and banking.

Dr. Paudel received training on aid management and negotiation from Australia and financial programming and policies and economic modeling from IMF, USA. Dr. Paudel has published a book in 2012 from Lap Lambert Academic Publishing, Germany entitled “Social Networks and Labor Migration Decision: A Case of Intra-National Labor Migration from Nepal”. He has published international journal articles focusing on poverty, growth, land reform, education, children preference decision, labour migration and so on. He also has working papers, articles and book chapters on economic diplomacy, economic development, administration, good governance, development cooperation and has published more than three dozen articles in national daily newspapers on contemporary governance, economic and development issues.

Dr. Paudel holds Doctor of Philosophy in Economics from the University of Tokyo, Japan (2010-2014), Master of Arts in International Political Economy from University of Tsukuba, Japan (2005-2007), and Master of Public Administration (2003-2005), Master of Arts in Economics (1997-1999) and Bachelor of Science (1994-1996) from Tribhuvan University, Nepal.

Dr. Paudel received Imanashi Memorial Trust Award (2018), Australia Awards Fellowship (2015), Vidya Bhushan Ka Medal from President of Nepal (2014), MEXT scholarship for doctoral study in Japan (2010), JJ/WBGSP scholarship for master study in Japan (2005). His professional affiliation and memberships include member of American Economic Association (AEA), member of American Agricultural Economic Association (AAEA), member of Agricultural Economic Society of Japan (AESJ), life member of PhD Association of Nepal and life member of Japanese Universities Alumni Association of Nepal. He is married and blessed with two children.
