Mr. Kiran Shakya joined the BIMSTEC Secretariat on 02 May 2022 as the second Director from Nepal. Prior to joining the Secretariat, he was serving in the Regional Organization Division of the Ministry of Foreign Affairs of Nepal and participated in the Fifth BIMSTEC Summit held in Sri Lanka as a member of the national delegation.

While in the Foreign Ministry, he served in the North-East Asia Division; the United Nations, International Organizations & International Law Division; and the Policy, Planning, Development Diplomacy and Overseas Nepali Affairs Division as the Under Secretary; and in the South Asia Division as the Section Officer. In his diplomatic postings, he served in the Consulate General of Nepal in Hong Kong as the Consul; and in the Embassy of Nepali in Seoul as the Deputy Chief of Mission/Counsellor.

Mr. Shakya joined the Civil Service of Nepal in February 2003. Before entering the Foreign Service, he also worked in the Ministry of General Administration; Ministry of Culture, Tourism and Civil Aviation; Ministry of Physical Planning and Infrastructure; and Nepal Copyright Registrar’s Office of Nepal in various capacities. Earlier, he had also served in the National Human Rights Commission of Nepal.

In his two decades of government service, he attended various bilateral delegations and other internationals summits and conferences including the Summits of the SAARC and BIMSTEC, 49th Session of Human Rights Council; Nepal’s Third Universal Period Review; Meetings of the State Parties under the Biological Weapons Convention and the Chemical Weapons Convention, 1st Special Session of the Standing Committee on Copyright and Related Rights, among others. He also served as a member of several Study and Recommendation Committees of the Government of Nepal formed under different thematic areas and published articles/poems on various topics.

Mr. Shakya obtained his Masters in Public Administration (2005) and Masters in Business Studies (2002) from the Tribhuvan University, Kathmandu. He also holds Bachelor Degree in Education and Diploma in Diplomacy. He has accomplished several short terms courses and trainings on disarmament, international law, world trade issues and sustainable development, both at home and abroad.

He is married and blessed with a son and a daughter.
