SECRETARIAT OF THE BAY OF BENGAL INITIATIVE FOR MULTI-SECTORAL TECHNICAL AND ECONOMIC COOPERATION DHAKA, BANGLADESH

VACANCY ANNOUNCEMENT

Applications are invited from eligible Bangladeshi nationals for the following positions at the BIMSTEC Secretariat in Dhaka, Bangladesh:

1. Project Coordinator:

  1. Number of Post: 01

Key Responsibility:

  • Oversee the timely and quality implementation of project activities in line with the project plan.
  • Develop the capacity of project staff to ensure effective implementation of project interventions.
  • Guide and support project staff to implement project activities efficiently and effectively.
  • Supervise project activities to ensure staff adherence to the project work plan and coordinate with relevant stakeholders to secure their engagement and support.
  • Plan, implement, budget, and manage project activities, including financial management, staff management, report writing, and monitoring & evaluation.
  • Maintain regular liaison with the resource partner to plan and implement activities and ensure timely donor reporting.
  • Identify lessons learned and best practices and contribute to regular project reporting.
  • Make proactive and participatory decisions and resolve problems effectively.
  • Report to the Secretariat on project updates, challenges, and propose solutions to overcome bottlenecks.
  • Perform other tasks assigned by management as needed.

Qualification:

  1. Knowledge and experience in Project Management and any of the following disciplines: Public Health, Medicine, Veterinary Science, Environmental Science, Epidemiology, Health Policy, International Development, or a closely related field.
  2. Excellent organizational, communication, and interpersonal skills in English and Bengali language.
  3. Ability to prepare project proposals.
  4. Ability to work independently as well as part of a team.

Education: A Master’s degree (or higher) in Project Management, Public Health, Medicine, Veterinary Science, Environmental Science, Epidemiology, Health Policy, International Development, or a closely related field.

3. Experience:

  1. Minimum 5 years of experience in project coordination or management. 

4. Computer Literacy: Proficiency in computer skills (MS word, excel, power point, virtual communication (zoom, teams etc.) and others.

5. Age Limit: Below 40 years

6. Both males and females can apply

7. Remunerations: Consolidated amount of USD 2500 monthly basis will be paid.
           
8. Deadline for the Applications: 06 May 2026

09. Expected date for entry on duty: 01 June 2026

10. Type of Appointment:

  1. Contractual for 06 months (with possibility of extension).
  2. The selected candidate will be on mandatory probation for a period of 03 months from the date of joining.
  3. The selected candidate is expected to serve the Secretariat for a minimum period of 06 Months, subject to satisfactory performance and continuation of the project.

2. Project Admin, Finance, and Procurement Officer:

  1. Number of Post: 01

Key Responsibility:

A. Procurement Functions

  • Develop and implement procurement strategies to meet project needs efficiently and cost-effectively.
  • Identify, evaluate, and select suppliers based on quality, price, reliability, and service.
  • Negotiate contracts, terms, and pricing with suppliers to secure advantageous agreements.
  • Prepare and manage purchase orders and ensure timely delivery of goods and services.
  • Monitor procurement needs in coordination with relevant units and anticipate requirements.
  • Ensure compliance with organizational procurement policies, regulations, and ethical standards.
  • Maintain accurate procurement records, supplier databases, and documentation.
  • Evaluate supplier performance and recommend improvements where necessary.

B. Financial Management Functions

  • Maintain accurate accounting records for all project transactions.
  • Assist in preparing financial reports, including donor reports and internal financial statements.
  • Process payments to suppliers, consultants, and contractors in a timely manner.
  • Support bank account management, including reconciliations and record-keeping.
  • Monitor project budgets and track expenditures against approved work plans.
  • Maintain organized financial documentation for audits and donor reviews.
  • Assist in implementing internal control procedures and financial management guidelines.
  • Support preparation for internal and external audits.

C. Administrative and Coordination Functions

  • Support overall project administration and coordination activities.
  • Maintain proper documentation and filing systems for procurement and financial records.
  • Liaise with internal stakeholders to understand operational and financial requirements.
  • Assist in ensuring compliance with organizational and donor administrative procedures.
  • Perform other related duties as assigned by the supervisor.

Qualification:

  • Sound knowledge of procurement procedures, financial management, and reporting practices.
  • Strong analytical, numerical, and organizational skills.
  • Proficiency in financial and procurement software and Microsoft Office Suite.
  • Good negotiation, communication, and interpersonal skills.
  • High level of accuracy and attention to detail.
  • Ability to work independently and as part of a team.
  • Strong understanding of compliance, internal controls, and regulatory frameworks.

Education: Bachelor’s degree in Accounting, Finance, Business Administration, Supply Chain Management, or a related field. Professional certifications in procurement or finance (e.g., CIPS, CPSM, ACCA, CA, or equivalent) will be considered an advantage.

3. Experience:

  • At least 5–7 years of relevant experience in procurement, accounting, or financial management in recognized Public/Private/NGO/International organizations. Experience in donor-funded projects and/or government procurement systems will be an added advantage.

3. Health Project Officer:

  1. Number of Post: 01

Key Responsibility:

  • Support implementation of One Health-related activities in line with the project’s annual work plan
  • Support the design and implementation of capacity-building programmes and trainings in public health and One Health within BIMSTEC Member States.
  • Take a leading role in coordinating One Health-related initiatives, including the establishment of a regional observatory for infectious diseases and identification of Regional Center of Excellence (RCoE)
  • Prepare and review technical documents, reports, and guidelines related to the project scope
  • Collaborate with relevant stakeholders and partners to ensure successful project delivery.
  • Assist in organizing training workshops and support capacity-building activities for projects.
  • Support the organization of Project Committee meetings and Project Technical Working Group meetings, including documentation and dissemination of meeting minutes
  • Liaise with the team from FAO Bangladesh and respective Ministries of Health on a regular basis for the implementation of the project.
  • Assist Project Coordinator in ensuring that all activities align with the project objectives and are implemented and monitored efficiently and effectively.
  • Support the implementation of other health-related activities for the BIMSTEC’s Science, Technology & Innovation, Health and Human Resource department.

Qualification:

  • Knowledge of global health, and national public health systems.
  • Basic familiarity with World Bank Environmental and Social Framework, development of project concept notes, appraisal documents, technical report writing skills are an asset.
  • Experience working with multi-sectoral stakeholders is desirable.
  • Excellent proficiency in written and verbal English with working knowledge of Bengali
  • Knowledge of public health and epidemiology skills
  • Strong communication and stakeholder engagement skills
  • Ability to conduct fieldwork and monitoring
  • Good reporting and documentation skills
  • Ability to work effectively in a multidisciplinary team

Education: Bachelor’s degree in public health, veterinary sciences, nursing, medicine, or a related health science field.Advanced degree (masters) in Public Health (MPH) preferred.

3. Experience:

  1. Minimum of 5 years of relevant experience in public health, community health, and One Health (experience on donor-funded projects is an advantage)

4. Environmental and Social Officer:

  1. Number of Post: 01

Key Responsibility:

  • Support implementation and monitoring of environmental and social instruments, including Environmental and Social Management Plans (ESMPs), Labor Management Procedures (SEPs), Labor Management Procedures (LMPs), Grievance Redress Mechanisms (GRMs), and Environmental and Social Commitment Plans (ESCPs).
  • Monitor contractors’ and service providers’ compliance with environmental, social, labor, and community health and safety requirements.
  • Conduct regular project sites visits and prepare monitoring reports.
  • Support stakeholder engagement activities, including consultations, information disclosure, and grievance management.
  • Assist in identifying environmental and social risks, incidents, and non-compliance issues, and support corrective actions.
  • Maintain project records related to environmental and social compliance.
  • Support preparation of periodic environmental and social progress reports for submission to project management.
  • Coordinate with local authorities, communities, and relevant institutions on environmental and social matters.
  • Participate in training and capacity-building activities related to environmental and social risk management.

Qualification:

  • Familiarity with environmental and social laws and regulations.
  • Basic working knowledge of the World Bank Environmental and Social Framework (ESF) is required.
  • Experience working with local communities and stakeholders is an asset.
  • Ability to work and travel to project sites as required.
  • Good understanding of environmental and social safeguards
  • Strong coordination and communication skills
  • Report writing and documentation skills
  • Ability to work independently and as part of a team
  • Practical, solution-oriented approach to compliance

5. Support Service Staff:

Key Responsibility:

A. Office Maintenance and Support

  • Ensure cleanliness, orderliness, and proper upkeep of office premises, furniture, and equipment.
  • Maintain office hygiene, including workspaces, meeting rooms, and common areas.
  • Assist in arranging meeting rooms, including setting up furniture and basic logistics.

B. Messenger and Logistical Support

  • Deliver and collect official documents, files, and correspondence within and outside the Secretariat, as required.
  • Assist in dispatch and receipt of mail, parcels, and official communications.
  • Support basic logistical arrangements for meetings, workshops, and events.

C. Administrative Assistance

  • Assist in photocopying, scanning, binding, and filing of documents.
  • Support office staff in routine administrative tasks as assigned.
  • Maintain basic records related to movement of files and documents, where required.

D. General Duties

  • Provide support for any other office-related tasks assigned by the supervisor.
  • Ensure timely completion of assigned duties with discipline and reliability.

Qualification:

  • Good physical fitness and ability to perform support tasks efficiently.
  • Punctual, reliable, and disciplined.
  • Basic communication skills.
  • Ability to follow instructions and work under supervision.
  • Honest, trustworthy, and cooperative attitude.

Education: Minimum educational qualification: Higher Secondary Certificate (HSC) or equivalent.

3. Experience:

  1. Minimum of 3 years of relevant experience in office support services, messenger duties, or similar roles will be an advantage. The position is open to male candidates, considering the nature of duties.

4. Computer Literacy: Basic understanding of office procedures and discipline.

5. Age Limit: Below 35 years

6. Remunerations: Consolidated amount of USD 540 monthly basis will be paid.
